Yes, but there seemed to be some confusion from JHS about the rule, so now that the rule has been clarified, I have sought a second opinion to see what someone else thinks. As of now, I'd lean towards saying he can't change, regardless of the confusion since I updated the OP to say you can't switch back once you switch, but we'll see.
