It's just common sense that when FA starts the new season's contracts kick in as the old ones expire. If he has a P/O, that means he can opt out after this season now because he didn't choose to exercise his P/O last season and test FA.

Except it's not common sense as there have been about 5-10 people who have posted and said they thought it was entirely different

It is common sense, his S13 and S14 P/O are two completely different entities, whether people knew of the rule or not is irrelevant. This is the same way it works in the NHL/NBA/NFL etc
