I'm not a wise man on the IIHF either, but I'd recommend you contact
RomanesEuntDomus . I think he's responsible for Germany and, if he isn't, he's a veteran who will help you nonetheless.
Ultimately, you'll need an admin to give you LR access and good play to be called up.
If your player is from Germany then you actually don't need to do anything other than to make sure that you are on the eligible players list
