Good afternoon SHL! A few rulebook updates here for you (most of these have been live for a while, just doing the old round-up)

Going to go first to the most recent significant change we have passed this week!


SHL DRAFT PICK ORDER CHANGES
(Section I, Subsection A)

For the past few months, Head Office has been in discussions on methods to discourage teams from tanking. We recognize that within our current system, there is very little incentive for teams who don’t consider themselves serious playoff contenders to not try to be as terrible as possible to maximize their draft lotto odds. This has led to a number of undesirable effects - teams building rosters of mostly-IA players over mid-range TPE active players who may go without teams, teams being hesitant to call up prospects who could certainly help improve their SHL team’s play, etc. All of this makes sense when there is no actual incentive to be better if you don’t have any shot at being the best.

For that reason, we are changing the method we use to determine the order of draft picks previously decided by the lottery. Going forward (beginning with the S77 SHL Draft):

The draft order will be determined as follows:
  • Picks 1-4 determined by points amassed after a team is eliminated from playoff contention, with 1OA being awarded to the team with most points earned after playoff elimination. In the event that there is a tie for any of these picks, the tiebreaker will go to whichever team has played fewer games since being eliminated.
  • The remainder of picks will be awarded in reverse order of regular season standings by playoff elimination round (this remains unchanged, the existing wording is still under Section I, Subsection A in the rulebook).
  • Following rounds will proceed in the same order as the first round (this is a change from the previous procedure in which the order of rounds 2 and later were based entirely on regular season standings).
Additionally, due to concerns raised regarding teams waiting until they are eliminated from playoff contention to make their roster better via call-ups and the impact this would have on SMJHL teams:
SMJHL players may be called up only prior to their SHL team’s elimination from playoff contention, with the exception of emergency callups in the event of suspensions.

It is our hope that this new system will give even teams who don’t expect to make the playoffs something to work towards, a reason to compete, and opportunities for mid and low-TPE players (both prospects and older players) to find places where they can contribute to their team’s attempts to do that.

ACTIVITY DEFINITION
Section II, Subsection D, Rule 1.
(already discussed previously, but changed to allow for portal activity as well as forum activity)

FORMERLY:
Quote:An Inactive Player is defined as a player whose Site Member has not posted to the SHL Forums in 30 days.

NEW:
Quote:An Inactive Player is defined as a player whose Site Member has not posted to the SHL Forums or performed a player activity via the portal in 30 days.

TPE REDISTRIBUTION
(Section I, Subsection D, Rule 5)
Already announced elsewhere, but with the removal of monetary cost for redistribution, we have also removed references to that cost from the rulebook.

WAIVERS
(Section I, Subsection H)
With fifth SMJHL seasons now a thing of the past, we have removed any wording in the rulebook referring to the waivers process that was previously in place for that final season. The waivers section now only refers to players with more than 425 TPE who are released from their SHL team.

RECRUITMENT TPE
(to be added, already discussed with recruitment team)
There's been some inconsistency in the past regarding when recruitment TPE expires (i.e. how long is too long after the milestone is hit for the TPE to still be claimed). Users have been denied for expired claims in the past, but without clear wording on this anywhere, we will be codifying a clear deadline. In order to eliminate any recreation-advantage funny business, we have specified:

Quote:Recruitment TPE may only be claimed by the recruiting user for the player that user had active at the time the milestone was met. Examples:

User A recruits User B. User B hits the first TPE milestone. User A retires and recreates without claiming the first milestone TPE. User B then hits the second TPE milestone. User A may only claim the TPE for the second milestone, since the first milestone was reached before User A created their second player.

GM TASKS UPDATE
(already implemented, just for visibility)
SHL GMs are now required to include any prospects they are releasing or not re-signing in the list of call-ups and send-downs submitted for GM tasks. This is in an attempt to avoid situations like we have seen in the past in which an SHL team will post a player as a send-down without re-signing them, or lack of communication between SHL and SMJHL GMs has otherwise resulted in players not receiving pay for the season.


CHAMPIONSHIP BANNERS
All site banners for Challenge Cup, Four Star Cup, IIHF & WJC Gold Medalists will be paid by SHL Head Office ($2,000,000 for each banner). GMs/Federation Heads are still welcome to commission the artist of their choosing, but the artist will be paid directly by Head Office instead of by that team's GM/Fed Head.

We'll always have SMJHL balls to remind us of the good times
Might as well lock call ups in the offseason or there's going to be at least one real frustrating situation for a J team.

Fantastic change. The tanking in this league was insane. A team shouldn't have their casino over/under mark at five wins.

so If I'm reading it right, the new tank meta is to be bad early and then get good at the end?

I mean calling up players early is a) limited by the number of players you can have on a roster b) isn’t allowed after you’re eliminated and c) both nukes their rookie eligibility for awards and pisses off J GMs
