The top post of this thread seems to show this transfer as counting against Canada's Transfer Out Limit:

Shouldn't this be an exceptional transfer (i.e., not counting against limits), or am I misunderstanding something?

Yes precisely, all the transfers moving players as a result of the expansion process, both into and out of Quebec, will be recognized as exceptionals.

these still count against the limits, but ignore them in the case of being over them.

But if a Canada-to-Quebec transfer still counts against the limit (which is now full), it would then prevent a non-Quebec related transfer from taking place, is that right?
