I have no issue with them at all, it just looks like who gets an exception is almost like a preliminary decision on who gets in. even if this isn't intentioned at all. I can't see Mexico and Jesster not being first-ballot HOFers and maybe McDonald as well (not sure about him though because I wasn't here for some of his best seasons) .

Ya, I see your point, but exceptions are used for players like this. The once in a lifetime generational talents like Mexico, Jesster, and McDonald.

It'll probably be like this again next year (idk if there'll be 3, but maybe 1 or 2), but after that, I agree, I'd rather not give out an exceptions.
