It wouldn't be the off-season without a punishment now would it.

Last season the Halifax Raiders failed to start their backup goalie the minimum number of games required. The backup goalie Nathan Cosco only started 5 of the required 6 games.
Therefore Halifax will be issued a $2M fine towards next seasons budget, along with being required to start their backup for a minimum of 8 games next season.

and to keep in line with recent announcements. Blah blah blah learn to count GMs
