Commissioner/Owners should absolutely have the ability to say it's time to find a new logo.

I don't think that should be the case. If a team has a bad logo, they have a bad logo. It doesn't hurt anyone.
I'm not so much worried about them being bad as being officially owned by someone else. We've got all these great artists on this site, the least we could do is have original logos.
