In reality everybody wants to play top-6 so you have minutes, those who don't (for the most part) get sent down to the minors or stuck trying to (generally unsuccessfully) balance three lines minutes.
6 forward, 4 d and an active goalie per team is plenty.

Not that I actually think the league should expand. I'm too new to have any opinion on it.
But isn't a bit more exciting to have less players on each team and more teams. So everyone plays a bigger role on the team they are on.

if you know as rookie the teams are loaded up! then you can get the spot how the most real life rookies
3rd Line!
we in seattle have enough actives to let play three forward lines and 4 defense lines!
and i know some other teams have it too! so WTF

Large influx of new members + new teams = activities.
Problem with old teams was stagnant growth, same members populating the same teams with little in the way of activity.
