Post-Trade Deadline FA Rule Change - Winter is Coming - 10-31-2019
The SMJHL HO has been made aware of an issue with many players creating after the trade deadline having a difficult time getting signed to teams. This obviously is the anthesis of what we want in terms of team recruitment and therefore have finalized the following changes to ensure this problem become far less frequent.
1. DFAs (draftable free agents) do not count against the salary cap.
2. A DFA will receive a standardized contract of 1m.
3. Teams with 1m or over in cap space at the SMJHL Trade Deadline may sign DFAs immediately after approval. Teams with less than 1m in cap space at the SMJHL Trade Deadline must wait at least 12 hours after approval to sign a DFA.
We hope these changes will make it far easier for DFAs to find teams and to give teams little reason to not sign such players.

Only problem I see is that DFA's usually went to teams with more space, as they had the cap to do so, but when I say usually that varied very much season to season: some years everyone had tonnes of cap space, some no one did.
Despite that, I can respect the direction this is taking, especially with how the SMJHL draft classes have been lately and am excited to see it work in practice.
