Why is an interim GM even permitted to make these deals while there's an open application for the position?

I get re-signing players to ensure a compliant roster, but Calgary won this trade by a landslide.

It blow my mind that those trade are approved and allowed. They probably won't bother with open application if they approve those trade cause no one will want that damn burned to the ground franchise. Portland moved to San Francisco following some shit move, maybe it's time to relocate once again.
