Edmonton Blizzard Tampering Punishment - Frenchie - 04-27-2023 Good morning, Whilst helping navigate the hiring of a co-GM for the Edmonton Blizzard, HO uncovered evidence that GM, @HabsFanFromOntario tampered a player under contract with another team. According to Subsection K, Article 6: Tampering is defined as ANY attempt to persuade a player under contract with another team to sign with/join your team. The player in question was contracted by the Toronto North Stars to an ELC. During the hiring process, HFFO disregarded the customary process of hiring external players for a co-GM position which he himself used as recent as January 2023 and did not gain permission from the TOR GM, thus resulting in illegal contact of the player. Although Toronto was made aware of the player’s intent to apply, HO’s investigation made it clear that there had been numerous conversations held between HFFO and the player before that moment in which the former was selling the team and LR to the player in hopes to convince them to apply for the position. Furthermore, prior to the TOR GM being able to acknowledge the player's intent to apply, an application for the position was submitted and the hiring process was considered concluded. The TOR GM did not learn about the intention of the player to apply until the EDM GM reached out to begin discussing a trade. While we believe there was no malicious intent from either the player nor HFFO during this process, what still resulted was the TOR GM being blindsided and strongarmed into a trade he did not want to make under circumstances where the player in question was now clearly enthused at the thought of joining the Edmonton Blizzard. The relationship between the player and the organization was effectively in jeopardy if the TOR GM were to deny this move. Thus, HO was able to establish that the illegal tampering resulted in a disadvantageous trading position for Toronto due to the player having already been influenced to leave by external persuasion. Although a deal had been struck, HO is denying the trade and will be enforcing a first offense level tampering punishment to HFFO. First Offense: · Loss of nearest 1st round and 2nd round picks. · Offending team cannot sign active free agents for Season 71. · $5,000,000 bank account fine to the offending General Manager. · $3,000,000 cap penalty to the offending team for the following season. · Offending General Manager(s) placed on a 2-season probation, subject to termination following any further rule-breaking. · Offending General Manager’s CW Pass will be revoked. While investigating this issue, we (HO) realized that neither of HFFO’s players currently play for Edmonton (his retired player was traded to Montreal, and his recreate is still in the SMJHL). While we do believe it is fair for a GM’s team to face consequences for the GM’s transgressions, it is not our intent to punish a team not managed by that GM and with no other involvement (in this situation either Yukon or Montreal). In order to avoid placing an unfair burden on teams that have committed no wrongdoing in this case and in the future, we have made an adjustment to the rulebook: Section 1, Subsection K, Article 6c.i.6 Formerly: “Offending General Manager’s player will receive a 10-game suspension.” Revised: “Offending General Manager’s player will receive a 10-game suspension. In the event that the offending General Manager does not have a player rostered by their SHL team, the GM will instead forfeit their Championship Week pass for the current season.” We will also be reworking the second offense tampering punishment, with updated wording to be announced at a later date. As always, HFFO is welcomed in appealing this decision to any member of the appeals committee, this committee currently consisting of @Bfine, @RomanesEuntDomus and @39alaska39 as well as the owners @DrunkenTeddy and @Leafs4ever.
