@Troy_McClure03 's understanding is mostly accurate: we would normally give preference to apps from IR, as this second round of hiring is treated as a last chance for Independent Russian applicants.
That being said, HO elected to not proceed with either IR applicant, so things have opened up for the rest of the applicants.

Voting and deliberation has concluded, and IIHF HO has decided that, in spite of Quebec's exclusion from the shortlisted nations, that the interest and excitement shown in a Quebec team, as well as the likely long-term stability of a Quebec team certainly make a Quebec team credible.
As a result, IIHF HO has voted to hire @Revontulete as Federation Head of Quebec.
Independent Russia is to be demoted, and Quebec will be promoted in a process to be ironed out, yet likely resembling the format described in this post, as we look involve HO, Canada, and Quebec in a dialogue on the subject.
