RE: the woman in the cloak
She's obviously a mage. Mages out practicing their craft in the wild are always hostile. If you come across her again, you should shoot her with a bow, get the sneak bonus. If you're lucky, you'll one-shot her, and you won't need to withstand the ice spikes.
