Expansion Primer: Exposed Players & Team Rankings and Mock Draft - majesiu - 02-05-2019
We have full protection lists, time to analyze and predict how the expansion draft might go - we still lack order but that shouldn't impact teams by much.
First, we need to assess the 135 players that will be part of this draft and were exposed showing up on the protection lists. I'll write a short paragraph about the teams and the quality of exposes too.
I used the following methodology for every player:
TPE Score - Current TPE - the amount of predicted regressed next season divided by 80,8 (808 TPE was average in the SHL at the beginning of this season). The player with 808 TPE would receive a score of 10 here.
Class Score - (Players Regression class - 23)/2 - lowest regression class in the draft is 24, I wanted to avoid 0 scores and not overvalue regression class, especially in terms of low TPE players. Still, some early season players are overvalued and players deep into regression are far behind. Tough with expansion teams likely needing to build instead of contending right off the bat it seems like a good methodology.
Position Bonus - there is a dearth of goalies so they got +3 to the score and defenceman also received +1 bonus.
Activity Adjustment - the hardest one to come up with and there will be shortcomings since it was done via glancing method - not updated in last 30 days - 0, semi-active - 5. active but not max earner - 7.5, max earner - 10.
The overall score is the sum of every part.

Differences between teams are staggering and honestly, the worst teams are just losing rooster fillers, so basically lose nothing at all, at the very least there should have been some fair-play requirement that if they don't expose at least 1k TPE non regressing player they have to forfeit some draft pick considerations or another balancing rule, that would prevent this unhealthy scenario. Some teams lose two max earners, which hurts a lot, though that also means they are able to retain 11 great players otherwise.
Okay and because it took already a ton of time let's give a quick mock of how things might shape up. I assumed the NOLA will pick first and that they have to select their co-GMs (we know Roman Augustus is one, while also being Top exposed players by my metrics, I think Chicago one wasn't announced yet). Each team has to lose two players and teams cannot pass. GMs (Kurczewski & Atmey) are auto drafted and counted as one of the team's picks.

Without knowing player intentions creating vibing locker room will be really crucial, even if almost impossible with maybe 4 active and 2/3 semi-active drafted players at best. Combined with the usually stale free agency of SHL, well the lessons of previous expansions, where teams struggled quite a lot taught no one anything. They even didn't get any decent lottery odds in the crucial for their future draft. Saying that is as a rather neutral observer and a person that oversaw Expansion in another league, though I have a lot of sentiment for both expansion teams here. Agree to disagree, there are certainly some pieces, but being unable to talk to them without GMs permission is a big impediment. Only one team will get Goalie, that will approach magical mark of 800 TPE decency and neither will have more than 6 1k+ TPE players if they don't strike gold in Free Agency.

They might be getting permission to speak to players. Last I heard they were still talking about it. Also 800 TPE goalies can do some damage.

Three out of that pool are GMs/coGM and just two of the rest with 1k+ won't be in regression this offseason, rest won't stay above that mark for much longer.

They definitely should, even if to save the drama and know which players are ok with going to expansion teams.
Yup and there is only one promising Goalie exposed in Cain. Another team will have to use most likely ~600 TPE S39 filler.
