They can and should revise the rules. But to change a rule and then go back in time and try to enforce such change would be the wrong answer.

Don't think HO or anyone would care, even if they would it would not be a rule change. It would be a clarification of a rule so even the mightiest of block heads would understand.

I'll be the first to suggest to the them the addition of: "...must under contract with and physically play for...".

Perhaps they'll even call it the "Rush Addendum".
