Like what Rabidsponge is doing, I am doing something that I have done before as a GM. Which is to rank prospects by what they do.
I did something like from S67 draft rankings I am back with a new draft ranking. Like what I did last time, I am ranking prospects off of the following criteria

TPE Rank
PT's Completed(based off of when the user created)
Deep Dives Completed
Activtiy Checks Completed(based off of when the user created)
Training Completed(based off of when the user created)
Coaching Purchased
Bank
Recreate Value(based off my ranking system of -.5 -> .5 of additional value given to the player)

From that, you are able to weight the various criteria to come to a value of each prospects, and then you can subjectively give a recreate bonus points as well in order to move them up or down the value rankings.

So the weights Ive used are
TPE Ranked(0 -> 1) * .5
PT's Completed(0 -> 1) * 1
Deep Dives Completed(0 -> 1) * .75
Activity Checks(0 -> 1) * .75
Training Completed(0 -> 1) *.75
Coaching Completed(0 -> 1) *.65
Bank Ranked(0 -> 1) * .35
Then adding the recreate value ontop of that
