And gorlab doesnt wanna hire anyone, and it's his decision and not the graders that don't want to do it because they don't make decisions. The way your analogy works doesn't apply to this, because in this situation you're basically saying to fire someone or hire someone new because a worker doesn't want to make a certain amount of burgers, when it's actually the manager making the decision to not make more burgers.
