IMO the back-up rule is silly, most teams dont even have an active back-up. How is it any different from having people double shift instead of playifng with a full line-up every game?

There is a punishment, and it's pretty severe, so i think it should be up to the GM if they're willing to. Just like how players on the ice slashes and crosschecks opponents, it's not legal but they're doing it anyways and gets punished for it.
And this specific situation was due to JY not putting the back-up in when he was told to, so it wasn't really Buffalos fault.
