A couple of new changes to the IIHF that will be implemented following some consultation with the IIHF GMs.
Summary of changes: 1) A new locked-in skater transfer is now available. - This will function similarly to the locked-in goalie transfer and will allow locked in players who do not play for 2 consecutive tournaments to apply for a transfer. 2) Tweaking of transfer tiers for nations. - The largest nations can now lose an additional player and the smallest nations can bring in an additional player each season. With FHM results being more consistent and more favoured to the top teams compared to STHS we hope that this slight tweak will help reduce the amount of “rebuilding time” required for smaller nations. It would certainly suck for players and GMs of those smaller nations to be at the bottom for 5 seasons in a row. Fully updated rules and rulebook: IIHF International Transfer Regulations c) Locked in Skater Transfers - If an active locked-in skater does not play in 2 consecutive seasons, they may apply to the IIHF Commissioners to be eligible for a transfer once per career. - They cannot be contacted by other nations before they are approved for a transfer by an IIHF Commissioner. This transfer will count towards the receiving nation's assigned transfers. A player cannot force a GM to purposefully sit them against the GM’s will otherwise the transfer request will be denied. Limit on the Amount of Players that can Transfer in and out of a nation per season: Limits will be determined at the beginning of the transfer season for the whole season as follows: 25 eligible players or fewer = 0 Transfers out of the Nation, 2 Transfers in for the Nation (transfers have to be from different assigned nations). 26 - 35 eligible players = 1 Transfer out of the Nation, 2 Transfers in for the Nation (transfers have to be from different assigned nations). 36 - 45 eligible players = 2 Transfers out the Nation, 1 Transfer in for the Nation (transfers have to be from different assigned nations). 46 or more eligible players = 3 Transfers out of the Nation, 1 Transfer in for the Nation. 65 or more eligible players = 4 Transfers out of the Nation, 1 Transfer in for the Nation.
