Well, the SR/SB caps make sense.

Shooting range number is the distance in meters that a player can accurately place a shot.  at 12 max, that's 12 meters (39 feet) that a forward can shoot with accuracy, and if its maxed at 20 (even though the game allows a max to 40 per attribute), that's a pretty good distance to be..by our standards...pin-point accurate.   For defenders, you don't see them attacking right at the crease.  They're usually up by the blue-line so it makes sense for them to have less shot accuracy / more shooting range...and then since on defense they're usually right next to the crease so having shot blocking maxed makes perfect sense to me.
