imagine a prison with a circular cell block. in that cell block, there is a guard tower in the middle with one-way glass. guards can see every cell , but prisoners can't see the guards. the theory hypothesizes that since the prisoners can never know for sure whether they are actively being watched, they behave better, even if the guard tower is completely empty. The presence of visible, yet unverifiable power discourages bad behavior.
