As someone who feels extremely qualified to speak on the standard of officiating in the SHL and in general, given that I worked in the AHL as a linesman, I think there are a few things that stand out to me in terms of what makes a good official. One of the top things on my list is something that I like to think most fans and players would be in favor of: consistency. While it can be easy to disagree with an official on how they call things or what decisions they make, if an official is consistent in what they call as penalties, as well as what they let go, from the first minute to the last minute, regardless of score, that is going to be an excellent official. In the NHL currently, TJ Luxmore is one of the best officials in my opinion because I both agree with what he calls and doesn’t call (generally), and I find that he tends to be consistent from game to game with how calls things. Thus, consistency.
