But apart from the lack of follow up, but after conferring with the Canadian Federation, we couldn't come up with a way to codify such transfers out in a way that didn't further encourage an exodus of Canadians beyond the regular transfer limits.

Rest assured however, that next season's transfer limits are still open to you, and will not have further exceptional Canada to Quebec transfers taking up space!
