This person never actually created in the first place. The fact that you are starting the punishement saying that "DarthDaevin encouraged another user to create Latvian" doesn't hold.
Therefore it doesn't seem to meet the league's criterias as to what constitute tampering.

The rules definitely could be rewritten but, as they are right now and how they,ve been presented in this thread, I do not see DarthDaevin encouraging another USER to create Latvian.

As for the rulebook: funnily enough & ironically, the current tampering section was rewritten from scratch two years ago to try and make it as clear as possible, especially with regards to tampering a player's birthplace prior to creation.

Since I've had a few people speak to a lack of clarity in the tampering section, rest assured I have brought re-writing the section again in HO.
