I don't inherently disagree with this, i'm just trying to mentally navigate how we accomplish this whilst being as objective about it as possible. The determination of a specific team's state is hard to do, so applying to right punishment would always end up being up for debate. Whilst it can be unevenly harsh, the current state of blanket punishments at the very least enables a common ground of knowledge and eliminates to a certain degree the inference that HO subjectively attributes punishment. While we do have the right to escalate sanctions, we have the onus of providing enough evidence or justification when doing so. I think we're always open to making it more fair, so this is definitely something to have marinate as we keep working on making the rulebook better!
