They wouldn't... The NHL does it where the first 5 teams have way better odds then the others. But if some how one of the other teams manage to win they move up 4 spots. ie. what happened last year. New Jersey was 8th, but one the draft lottery so moved they up to 4th

playoff teams in the NHL are not part of the lottery. so it is like the NHL
