We have this rule and if you haven't played for two seasons you could've used this:
"If a skater does not dress for their assigned IIHF Federation during 2 consecutive seasons, they may apply to the IIHF Commissioners to be eligible for a transfer once per career."
Unfortunately other nations probably don't really track which players (who had a spot on a team before they regressed) were left off the roster for two seasons so these are often forgotten.

Thank you for pointing that out! That's disappointing - my player was heavily in regression at that point and there's no way Team USA would suddenly have the need for a sub-1000 TPE forward after two season. I'm sure there are reasons for the rule that are unknown to me. Just sucks that the end of your player's career also means an even less eventful offseason (if you play for one of the "big" IIHF teams).
Maybe still some room for improvement here. Thanks again for chasing down the rule for me.
What I personally found annoying and do with it what you want, was that when I created Montagne, I was not allowed to speak to IIHF fed heads in advance to discuss a future starting goalie spot for the federation, leaving me at a bit of a blank on for which country i would had to create. So I opted for the workaround of creating as a country that didn't have an IIHF team at the time, allowing me to freely transfer once my period opened for it.
For future creates, I would love to just be able to have chats, discuss with certain teams what kind of players they are lacking, and decide a player creation from there. As someone who had more success in IIHF as in the league, I always do value this competition and love to contribute to a iihfs team success.
