I'm starting to see why the IIHF and WJC aspects of the SHL seemed so neglected. It's a shame, as I found being the GM of Sweden for the WJC very fun.
Canada and US have 2 teams each in the WJC and still leave tones of players over for the rest to draft from. It seems strange to be cracking down on the promotion of the other smaller teams but what do I know?

I'd almost be more surprised to find transfer cases that couldn't be construed as tampering. Very few people are moving without some conversation with friends or consideration of playing time. I don't think anyone is independently going "actually, I like this other country better now, even if I don't get to play much or know anyone there." After a 2nd round of deliberation, IIHF HO has voted to reduce the suspension from 5 games to 1 sim.
Discussion on tampering as a whole will continue, and now involves Fed Heads.
