I think its pretty clear he's talking about adding more rapists to the country and not Latvian rape isn't as bad.

The grand majority of people are probably using "harsh" because some of the most important evidence in the heinousness of the act aren't presented. It's hard to understand the severity of the offense without knowing the whole of the evidence that led to the decision.

I support the decision that the DC made because from the sounds of it, at least a few of them have a complete understanding of the situation. But, it's rather easy with the only available evidence to come to the "harsh" conclusion.

I'm like 90% sure he elaborated on it later with a reply to Caillean but I could be mistaken there. Regardless like you said it's not even close to the main part of a suspension more so just a piece of it.
