Reverse, actually! What he's talking about is entry formatting (I think?) which can include the traditional and the simplified characters, and different ways to input them.

But most of the major dialects are done with the writing system that was unified back in the 2000s BC. One emperor, Qin Shi Huang. He basically burned all of the books and started over with unified literacy as his goal to tie all the baby provinces together.
