I believe they changed it's based on being the top percent instead of just reaching a number. Relative accomplishments IIRC

It's that people bitched and moaned that the milestones were "too hard" to get when it was never meant to be easy. That's what makes it a milestone. So they changed it to be the average of people so it's easier to get the milestones, and everyone gets one or two. It's just that it requires some serious math work to figure out the milestones for people.

Because people got pissy once when barely anyone got the claim more than 3 milestones because the numbers were way too high for anyone not at 1000 tpe
