The slippery feeling you get when bleach sits on your skin is due to it creating soap from the top layer of your skin. They're dead cells, so nothing of true concern if you clean it off.

The reason bleach can do this, is because of NaOH (which is caustic soda). The contact with the skin burns off the fatty tissue and oils, and is known as saponification.
