For the last IIHF punishment that was issued, the user was accorded leniency because he was a new user. I’d love to know the reasoning as to why this isn’t the case in this instance.

Popol's situation was referenced, but since that was tampering with regards to a transfer, and as such the smallest punishment we were able to give was the transfer-related punishments.

We referenced this punishment to try and find the smallest alternative to the striking down of a transfer since that didn't apply here, and this is where the suspension came form.

As your saying that (ii) as been satisfied where

This person never actually created in the first place. The fact that you are starting the punishement saying that "DarthDaevin encouraged another user to create Latvian" doesn't hold.
Therefore it doesn't seem to meet the league's criterias as to what constitute tampering.

The rules definitely could be rewritten but, as they are right now and how they,ve been presented in this thread, I do not see DarthDaevin encouraging another USER to create Latvian.

Since I've had a few people speak to a lack of clarity in the tampering section, rest assured I have brought re-writing the section again in HO.

Rule 6. n. applies to prospective users as well. The wrong rule was quoted in the original post. Arty has addressed this in an above post.
