There needs to be a rule in place where ONE team wins lottery then the rest of the teams move back a spot if necessary. We need to help the bad teams get BETTER to balance out the league.

The draft lottery isn't written in the rules and the two previous drafts coincided with NHL rules by how they ended up. There's no way I was the only one who didn't know that this is how this worked.

That's just how happened to fall. Look at S5 and S6 as other examples where a team (Minnesota) went from 1st to worst. Doesn't happen often since the worst team has so many balls. Last two years the team with the most balls was lucky enough to still grab 2nd.

That's not the point I'm getting at. I've been a GM for three years and that's how it worked out. There hasn't been anything to tell me otherwise.
