Sorry, but the time lines are how they are and if prikulis couldn't post links from his phone, then he couldn't. However he was first and i don't see why links are so important. The most important thing is that we call the name first.

It's not in the rules, but I told all the heads to do it in the head office.

Regardless, Latvia was first and since Prikulis knew he had to have links, but wasn't in a position to post them, Spruill is his.

Links are so important because I'm not going to go searching for the players to confirm that they haven't been on in a month. With a link, I just click very easily and see if they are inactive or not.
