I'm nowhere near the need to regress yet, but I'm wondering if this would be allowed. It would be unethical for sure, but would it be allowed?
Suppose a player has, I don't know, 600 TPE. He hasn't updated at all since the start of the season. He's supposed to go down to, I don't know, 530 TPE.
He regresses his stats to 530 TPE, and then immediately issues a giant, GIANT update for all of his "missed update" stats (he did the tasks to get TPE but didn't record them in his update thread until now), bringing him up to 650 TPE. He stays at 650 TPE until the end of the season.
After the next season, he's supposed to regress to, let's say 560 TPE. He regresses his stats, and then updates with a giant batch of updates to get up to 680 TPE. He remains at 680 TPE until the end of the season. Obviously this couldn't continue forever, but what if some player was smart enough to exploit this to avoid the need to regress, at least temporarily?
Suppose you tried to do this and you updated and you TRIED not to be suspicious in your update (maybe instead of a giant update, you update slowly over the next season when that TPE was supposed to be regressed). Would someone actually check the date you earned it and then order you to regress it? Would HO get involved in this? Do people actually check these things?!

It would more than likely be caught by the updaters or someone at some point. If it were to get caught as well the player would most likely be hit with regression circumvention and would be punished accordingly. Not really worth trying imo.
Per the rule book: Any attempt by any player to circumvent the SHL Regression system, including but not limited to: the intentional delay of claiming and or applying TPE as a means of altering their TPE count for the purposes of calculating regression, shall be subject to fines, suspension and the loss of TPE, as per the Head Office.
So the only way to get around this is to lie, and then even that would be punished... seems that the SHL has all edge cases covered. I'm not the first to think of this, apparently.
The scenario in question is very specifically against the rules and has been for a long time, and would be identified fairly easily by any competent updater.
