1. Protected and Exposed Players
  • Each team will be allowed to protect:
    • 6 Forwards, 4 Defensemen and 1 Goaltender
      OR
    • 10  players




2. Expansion Draft Rules

  1. The two expansion teams will take turns drafting in snake draft order for 10 total picks.
  2. Each current team will be designated to lose one (1) player from their roster to an expansion team.
  3. If a GM has a player in the SMJHL, they must take their player on the 5th and final round.
  4. If a Co-GM has a player in the SMJHL, they must be taken in the second round.
  5. If a SMJHL team has a player that will be lost via a GM position, that team will be exempt from exposing other players in the draft.
  6. When an expansion teams turns comes up to draft, they may choose to draft from any current teams roster who has not yet lost a player to expansion
  7. Once a team loses a player to expansion, they cannot lose another and are removed from the rest of the expansion draft.
3. Draft Lotto Rules


  1. Expansion teams will receive an average number of balls based on the number the other lotto teams receive.
  2. Expansion teams will draft in the #3 and #4 OA spot in the first round unless they win the lottery.
4. S55 Draft Rules

  1. Expansion teams will draft in the #3 and #4 OA spot in the first round unless they win the draft lottery and move up to #1 OA
  2. Expansion teams will then draft in the 7th and 8th positions from the bottom of the draft (IE. positions 19 & 20 in the 2nd round, 31 & 32 in the 3rd, and so on)
5. Other Info


  1. GMs must have a workable list of protected players submitted to HO by no later than (TBD)
  2. The Playoff format will include all 12 playoff teams, which will change future draft lottery rules, something that will be adjusted in the future.
Disclaimer: All GMs are allowed to work out unique trades with HO approval.

The thought is they should be able to get at least 10 in the next draft, then fill the rest with IFA until the following draft.

I feel like this puts an undue burden on the expansion teams, and will limit their competitiveness in the first few seasons.

5 players - which, let's be honest, aren't going to be necessarily the best players from the current teams as those will be protected - plus 10 brand new 155 rookies, and then IFA players which they're going to have to bid against established teams to gain their services. This is a hard road to climb for the expansion GMs and seems to be an unnecessarily imposed handicap.

Speaking as one of the first draft picks and former GM of Anaheim. We built a championship team in 3 seasons based on our drafting. The SMJHL has a fast turnaround for being able to be competitive, outside of sim luck. All it takes are 2 really good drafts to build up a great team. The expansion draft is meant to give them a small start to an active LR but it not meant to make them a championship team out of the gate.
