S60 SHL Expansion Announcement

Hello SHL!

Even though we expanded only back in S56, it is time to expand again. Numerous factors have caused our community's numbers to increase much faster than we anticipated, and the growth we've seen warrants expansion again. After looking at the numbers, and with the recent SMJHL draft looking good as well, we can safely say that we are at a point where expansion is viable and healthy for the league in it's current spot. We're also hoping that this, alongside the coming Update Scale changes and all old-style contracts finally being phased out will help us tackle two big issues with the site: Parity and the Juniors Logjam.

The SHL is going to be adding 2 New Expansion Franchises to our league, and apps will be posted shortly after this post goes live. Of course coupled with this announcement will come a divisional realignment and a look at a new playoff format, these are topics already being discussed by the folks here at the SHL Head Office, and we'll have news for what that'll look like in the future, so stay tuned for more information on that (likely to be found in the seasonal State of the Union post for S59).

Without further ado, here are the rules for Expansion:

- SHL GMs will be allowed to protect 7 forwards, 4 defensemen and 1 goalie, or 10 players of any position, with Protection Lists being due some time around the end of the 2nd round of the SHL Playoffs. All players drafted in the last 2 drafts (S58/S59) are automatically protected and do not use a protection slot. Protection slots cannot be traded.

- If an SHL team exposes a pending FA and that FA is drafted by an expansion team, that FA will be unable to return to the team that exposed them via free agency for one full season.

- Each current team will lose no more than 2 players in the expansion draft. Expansion GMs are not limited to 1 pick per team and may use 2 picks to pick from one team.

- All S59 SHL GMs must use a protection slot unless they meet the age requirement for auto protection. Stepping down during the S59 season will not free up this spot, and this spot can only be waived if the SHL GM's player is retired.

- All players with a full No Trade Clause must be protected, unless they agree to waive their clause.

- Expansion GMs will have equal lottery odds to the 3rd highest team (20 balls). If neither team wins the S60 Draft Lottery, expansion teams will pick 4th overall and 5th overall respectively. The team who picks 1st pick in the Expansion Draft will take the latter of the two S60 SHL Entry Draft picks.

- Expansion GMs will use expansion picks to select themselves regardless of their player's contract status. These will be the last picks of the Expansion Draft.

- Expansion GMs may select their coGM following their hiring in one of two ways:
  a. Expansion GMs may post open applications at any point after they are hired for the position. Regardless of when the coGM is hired, they cannot be selected in the Expansion Draft and must be traded for by the Expansion GM.
  b. Expansion GMs may run their team's Expansion Draft alone, and elect a coGM internally from the users they select.
  c. Expansion GMs are not allowed to approach someone offering a coGM job without acquiring permission from that user's SHL GM, and will be subject to the tampering punishment should they attempt to do this.

- Expansion Draft will be done in the snake draft format.

Not interested in GMing or even leaving New England but if you need help funding your Montreal art let me know. Happy to pitch in for the sake of the fact that it's unbearable in my head cannon that there is no Hockey team in Montreal.
