We polled the J GMs and this was a less than popular option compared to 12 teams making playoffs

Yes, when each team was not aware specifically what division they would be in. I think its fine the way it is, but unless divisions are shuffled each season you kinda have to throw out any future argument about each team making the playoffs being important.

All teams were informed that if we stayed at 12 team playoffs, divisions would be shuffled. So, no, each team was not made aware of what division they would be in, because there wouldn't be set divisions in that format.

They still voted to shuffle divisions over 8 team playoffs.
