KEL GM Tasks Punishment & GM Tasks Punishments Update

Howdy everyone!

On May 10th the Kelowna Knights indicated that they completed their GM task of updating their Roster & Update Pages subforums. Unfortunately, they missed moving the pages of two players no longer on their team. Both should have been moved to a different subforum for other teams to potentially sign. This caused a bit of an issue for teams looking for a potential player to sign, and required action per the SMJHL Rulebook.

As such, SMJHL HO has voted for a $2m fine to KEL's GM pay for this incident.

However, in its current state, the rulebook indicates this would be a loss of half GM pay. SMJHL HO has felt that this particular line of punishments has been overly harsh for too long, and has instead voted to restructure our punishment guidelines here to be more current.

Currently, the punishment is:
  • Less than 24hrs late: Forfeiture of half pay
  • 1 day late: Forfeiture of pay
  • 2 days late: Forfeiture of first owned 3rd round draft pick AND Forfeiture of pay
  • 3 days late: Forfeiture of first owned 2nd round draft pick (but retention of 3rd), Forfeiture of pay, AND a probationary period of 1 season
  • 4 days late: Forfeiture of first owned 2nd round draft pick (but retention of 3rd), 2 mil cap penalty,  Forfeiture of pay, AND a probationary period of 1 season
  • 5 days late: Dismissal of GM, AND Forfeiture of pay
We are instead changing it to:
  • Less than 24H late: $2mil fine
  • 1 day late: $4mil fine
  • 2 days late: Full loss of GM pay
  • 3 days late: Full loss of GM pay and highest 3rd rounder
  • 4 days late: Full loss of GM pay and highest 3rd & 2nd rounders
  • 5 days late: Full loss of GM pay, highest 1st, 2nd, & 3rd rounders, probation for 1 season.
  • Any greater amount: Termination of GM & Co-GM
  • Should a team submit their GM tasks as completed, but still make an error that could be reasonably missed discovered at a later date, SMJHL HO reserves the right to apply punishments akin to the above levels depending on the severity of the error. A single player not moved from their roster may constitute a $2m fine, but failure to pay all of their players may constitute full loss of GM pay, as two examples. SMJHL HO will consider all aspects relating to the error, such as how easily the mistake could be made, whether it was willful or unintentional, how long it has been since the mistake, and the overall impact of the error on both the team and the SMJHL itself.

Our intent with the new structure is to modernize our rules here in a circumstance that we already frequently find ourselves ruling more leniently on. The bottom subclause is intended to be a catch-all clause that enables us to be more in line with our already existing precedent of taking the full context of any missed GM tasks or errors that are not found till much later. While the absolute literal intention of the rulebook when finding a missed error later in the season would dictate dismissal of a GM, this obviously overly harsh. With the existence of the Appeals Committee we feel confident that between SMJHL HO & them we can ensure this works out best and fairly for everyone.
