SHL Rulebook Updates (May 2023)

Happy Friday, SHL! As part of our ongoing commitment to transparency, here’s a roundup of all of the changes we’ve made to the rulebook recently. All of these changes have already been announced either to GMs or in a SOTU address, but the exact wording was not included for all of them, so I’m including several things here for general visibility that you’re all probably already aware of:
Changes to Goalie Cap Hit (already announced in SOTU) Section 2, Subsection 1B (previously the rule regarding active backup relief, which is now defunct) now reads: Quote:Cap relief will be provided of 50% of all goaltenders' salary, with a minimum cap hit of $500,000. This cap relief is provided post-signing; goaltenders will still be signed at the contract tiers listed in Section 1, Subsection F, Rule 1, and will be paid accordingly. Any salary retention will be applied to the post-relief value of the goaltender contract. (i.e. if a goaltender on a Tier 5, $4,000,000 contract is traded, only $1,000,000 of that contract [50% of the post-relief value of $2,000,000] may be retained) We have also added Section 1, Subsection F, Rule 3 for additional clarification on this same rule: Quote:Goaltenders are not eligible to be signed at Tier 1, and must be signed to a minimum of Tier 2 due to the goaltender cap relief guidelines in Section 2, Subsection 1B. Changes to Tampering Punishments (partially announced with the EDM tampering punishment, with the addition of the second offense punishment alluded to in that same post). This change is intended to avoid punishing an SMJHL team for the offenses of an SHL GM in the event that the GM’s player has not yet been called up to the SHL. First offense: Formerly: Quote:“Offending General Manager’s player will receive a 10-game suspension.”Revised: Quote:“Offending General Manager’s player will receive a 10-game suspension. In the event that the offending General Manager does not have a player rostered by their SHL team, the GM will instead forfeit their Offseason pass for the current season.” Second offense: Formerly: Quote:“Offending General Manager’s player will receive a 20 game suspension.Revised: Quote:“Offending General Manager’s player will receive a 20-game suspension. In the event that the offending General Manager does not have a player rostered by their SHL team, the GM will instead forfeit their Offseason Pass and GM pay for the current season.” Changes to Contract Length Restrictions (Announced to GMs in GM server, posting for clarity) Previously, there was a three-season limit on length of contracts for TPE tiers 1-6. This was instituted originally in order to keep teams from locking players into lengthy early contracts at values far below their TPE value. With the contract tier adjustment changes that were made a few seasons ago, that is no longer a concern. We're still keeping a five season limit on contracts to avoid anything that would hobble a franchise for 69 seasons, but we are removing that three-season limit on tiers 1-6. The new rule reads as follows: Quote:The maximum number of seasons a player can be signed for, regardless of TPE tier, is five. All contracts, regardless of length, are subject to the contract tier adjustments detailed in Section E, Subsection 1, Rule 3.a. Free Agency discussion window and Signing Freeze (Already announced in SOTU) Section 1, Subsection F, Rule 5 Previously: Quote:Free Agency is a period where SHL Teams and Unrestricted Free Agents can engage in contract discussion. Once the SHL Draft has concluded, SHL teams are given permission to talk to Free Agents and discuss contracts with them, and Unrestricted Free Agents may officially sign with a new team at 12:00PM EST, the day after the SHL Entry Draft.Revised: Quote:Free Agency is a period during which SHL Teams may sign Unrestricted Free Agents. Free Agency for any given season begins at 9:00AM PST the day after the SHL Entry Draft for that season. Added as Section 2, Subsection E, Rule 3.c. Quote:A signing freeze will begin at 9:00AM PST the Monday following the end of the SHL finals. No players may be extended between the beginning of the signing freeze and the beginning of Free Agency of the following season (see Section 1, Subsection F, Rule 5). Co-Gm Hiring Process (This has been the procedure already in place for many years, codifying for clarity) Section 2, Subsection B, Rule 5 Quote:Head GMs may appoint their own Co-GM. Head Office reserves the right to veto the appointment of a Co-GM (this will be reserved for extreme cases of conduct violations or other repeated rulebreaking). In the event that a player not currently under contract with an SHL team wishes to apply for a Co-GM position with that team: As we keep working on things and and when we can provide a substantial update on some work-in-progress items, we will look at providing a State of the Union address, but for the time being we wanted to be transparent on some of the rule work that has been done/completed. We’re continuously monitoring everything going on and will keep on doing so in hopes to always make this league better in what way we can!

That just creates a lot of unnecessary work for Luke to do on top of adjusting contracts up. Just sign regressing players to shorter term deals to avoid any problems.

We were specifically looking at one of the punishments for late regression (there's still a mention of an auto-firing in there which we want to remove) but while we were talking about that, we went down a bit of a rabbit hole discussing a few tweaks to GM tasks/due dates overall. Since we have the whole season before GM tasks are relevant again, we decided to leave that out of this roundup and put a little more thought into it over the next few weeks.

Neat, glad to hear it's still on the table! That was always (I'm sure still is!) a pain to check off every season amidst everything else going on

I know we have contracts ticking up for growth because our ecosystem is fundamentally different on that side, but that’s the risk you take when you sign old guys. |
