Not everyone can actually "do something" about anything. Acting as if nobody should show solidarity or support if they can't or won't actually physically do something is a jaded as fuck way to live life. I didn't do the stupid profile pic shit because in that situation most of the time people are just doing it for the attention and to feel good about themselves, but at the same time if that's how they want to show their concern, it's better than acting all high and mighty about it or not even acknowledging it.
