I don't think Tomen should be our updater because of the possibility of a COI. Better to be safe. I definitely don't believe that he would exploit the rules on purpose to give buffalo any sort of advantage, though. That's a ridiculous assertion tbh.

- Tomen should just switch with another update to update teams on the west. Tomen would never stoop so low, but I remember that being a thing when I updated and I thought that made sense.
- Forcing players to follow the rule immediately is a little tough, but it's just one update. Makes sure people know it's a serious thing now. Even if you're just doing training/ac it helps to make sure PT is tracked consistently.
