It's obvious when people are abusing the functionality. So so obvious in this specific case.

Thoughts on putting a time limit, much like the search function? Users can only rep (up or down), for example, every 2 hours. Perhaps for extra protection, users cannot rep the same user twice in a row.

There's an interesting idea. I don't know if it's worth the effort it would take to program that right now but definitely something to think about in the future.
