It doesn't have to be what it is tho. If the cost of preventing meme retiring is losing newer users who didn't understand the implications of retiring, I say we live with meme retiring. But I'm sure there's a place in the middle that would prevent both meme retiring and situations where people will say "I made a mistake and it's not worth the trouble of fixing it so I'll just leave the site"

My only thing there with not having any penalty, though, is that it's clearly stated, in multiple places, what will happen if you retire and then wish to unretire.
