I don't think you could do anything to encourage more player movement during seasons without drastically changing people's attitudes towards changing teams. You would need players more focused on their players and asking out of a "bad" team to go to a contender, but that kind of attitude is generally frowned upon and could lead down a slippery slope of people acting entitled, so I don't think there's any nice way of doing it
