GMs already do regression for inactives, so I think if a GM has an inactive playing a key role for them then they'd be responsible for converting them to FHM. Perhaps we'll have some guidelines on how inactives can be redistributed, but I'd say it's not necessary to kill inactives at the FHM switch.

Almost certainly it will be the responsibility of GMs to take care of the redistribution of inactive players' TPE. I would imagine if they want to sign an IFA they'll have to do before the player is added to the roster but after signing them.

I imagine most co-GMs will be happy to help take some of that work off the plate of their GMs so I'm more worried about the workload of the updaters than the GMs for this specific issue.
