Yeah, see, this makes sense, a rookie cap for this reason, people like Carter came in late enough last year to play and earn all off-season before draft time.
I 100% understand not wanting it to get out of control. I don't know if this is obvious yet, but I'm pretty into math? And one of the first things I did once my build was done was start looking at the numbers to apply logic to them, and to be honest, a little bit to audit how the system was run (and how the league itself was run (btw, I could write a whole post about what I think is amazing about what you have set up here, but that's not for here))
Caps make sense, I just don't know why it would be towards one specific component of your TPE, and furthermore why it would be the one that encourages group involvement. The neat thing about the idea I suggested about limiting your own PT cap visavis the total amount of TPE you allow yourselves to give out, is that you can also audit those numbers year after year and do an internal cap increase.
Say, we finish this season off, because a mid-stream change is never good and you want as many good thinkers giving up their respectful point of view as possible. A group runs all the numbers. First, you assume a best case scenario, that your player does every Activity Check, they do every PT and they max out their training. Most won't or can't do that, but that's the point, you find your zero sum and work backwards.
So, if the total amount is, say in the SMJHL, 7 weeks/season as a platform, including off-season. We're going to choose to ignore the things you get through signup (your first workout, your first task point, PT#2, interested prospects and the League Survey, plus assume max equipment purchase) because they won't be applied annually and are as much a part of your initial build as the first 155 TPE. I'll assume 5 TPE is the average for PTs as 35-36 seemed to be the upper end. I get that brand newbies get a few extras and it's more like 4.75 but bear with me.
+14 TPE via Activity Checks, +21 TPE through Workouts, +10 TPE for Training Camp, +35 TPE for PTs. Max annual recurring TPE +80
So, working from base 179 (155+12rktpe+12EQ)
First year ultimate commit - 259 (assume no mid-season entry, for simplicity RN)
Run those numbers on the most successful career you can imagine. Like, assume that the player you're evaluating is committed each and every day and has money falling out of his bank account to buy the top of everything. Then find out how much TPE you're comfortable giving him, considering the duration of his career and the effects of regression, and run his TPE through Player Updaters to make sure you're not giving him more than can be used. Your scale for upgrades is already an internal governor, use those numbers to determine what the maximum amount of TPE you can can offer to everyone in the league is.
In order to get basically a perfect rating (WK85 and ST99 maxed, everything else maxed at 90) you would require 1349 TPE. I estimated the max ARTPE at 80 for SMJHL, but I know there's differences in SHL. Training Camp scales, better training packages, but Activity Checks are always the same, the max value on TC and Training are always the same, and the only variable is the PTs.
You know what, I'll just run the math. Now that I know the TPE for a max player, I can probably figure this out within an hour. Will be back.

Capped? It's PTs, Mock Drafts, Predictions & Milestones. Uncapped? Championship Week, ITC, AC, TTC, Fantasy, random one off things. And then their's PBP and PGS cap.

Top level elite player is 2355 TPE. Which is actually really, really high when you consider that before Milestones and let's just say Random TPE, the top end for me as a newbie will be in or around 1000 TPE at this rate. But it's 99ST 85WK and 90 everything including fighting and faceoffs and penalty shots and discipline. Bring those down to a reasonable 40 70 70 and 80 respectively, and the number is 1835, and that's for an exceptionally gifted player.
Please review this, my weakness is not knowing your system fully yet. If I goofed on an amount, please let me know. I also assume SMJHL 2nd year players attend their 1st SHL training camps for 21 points.

Nothing wrong with your build, you just need the TPE to make it work. Your build is very similar to mine when I was at that level, too balanced to be good at anything.

Terrible idea (don't do this, seriously) but if you said 'TPE remains the same, but PT TPE has double value, or can buy a whole attribute point regardless of it's cost. The first makes no sense because you'll just halve the amount of PT TPE to compensate for it, and you'll have to track it, so the work increases and yields no benefit to anyone, and the second is DREADFUL because someone at 98 and someone who is at 63 in any attribute would get wildly different payouts (2 vs 12?)
I don't want to be all 'I'm right' here, because I may not be entirely and there's sides to this that I'm not knowledgeable enough about the League to look into the ramifications of, and if there's a problem that would result from it, it'd be another game theory situation. The main question from me is, if there is no difference in CTPE and TPE, why bother instituting a Cap that you have to track? All that does is create a job for someone to ensure no one is getting anything more than they were offered.
Reviewing the PT Cap is a full time job, but determining how much PT you're willing to give in a season to keep things balanced is a one time job.

Incremental increases of the TPE available is what led to the new update scale and max builds that everyone didn't like. If we keep doing little things like this, absolutely nothing will be changed. Like Cynthia said, it's around 150 TPE.
Milestones change every season, and are capped, but they include G, A, +/- off the top of my head.
