So your math is off because of including the wrong numbers. If you're factoring in the 155 as well, don't - because you didn't earn it. 44's list tracks points actually earned, not including the 155 from the league. The reason you don't include that 155 into averages is because it skews them - that 155 is not available any other time except for once, so you can't factor it into what you can earn on a yearly basis.
CW is counted into the count because it is still a part of the season. Take out S22 equipment, training, AC, and TTC, then I would be right around 600 TPE.
600 - 155 = 445
445/2 = 222.5 per season.
Not sure what numbers you factored in, but that is how much TPE I have earned per season without doing recruitment.
I worked hard to make it there and idk if we should stop other people form doing that, but idk if getting over 200 TPE per season is them best idea.

Point being, you're still not at 250 - no one is. I got 191 (using your update cutoff), you got 222. The point still stands as you and Sachimo being the only two above 200, and neither of you have 250.
2 people over or around 200, 8 people total over 160 a year - I don't think that's far off from 150, especially considering how steeply TTC drops off.
My first season, with SMJHL training, I earned 177.
My first SHL season (which is what you just finished), I earned 234 with the updated training and TTC. But if you take out the TTC, I'm down to 213.
As TTC scales down, the averages drops down. I think the biggest change there, from what it was in the past, is the PbPs - that's 30 TPE that I got from regular season/post season. Perhaps those should be part of the PT cap or something.
I think one of the issues is adding in extra TPE to give people incentive to do a good job with something, but not so much that is unnecessary.
I think the current graphic PT is a good example. 4 potential uncapped TPE for something that could be done by simply taking a template and adding your own text? Not to mention the difference between giving someone 3 uncapped and 4 uncapped is completely arbitrary.
That assignment should have had 1 uncapped TPE, maybe 2 for someone raising the bar. 4 is just ridiculous.
I think it wouldn't hurt to go from 2 TPE to 1 TPE for the activity check, either. I don't see people not being active just because it is 1 TPE instead of 2.
You change a few small things like that and the amount a person can gain over a season drops significantly.
Of course, I'm not even into my first SHL season, so I may be out to lunch on some of this stuff.

The 250 was from players saying that they were at 407 at the time of the SHL Draft. 407-155=252 and other players who after one season in the SMJHL and one season in the SHL were over 600 TPE. 600-155=445/2= 222.5 per season.
Also some have suggested a cap of around 250 TPE each season. That's where I got the number.
Actives and super actives should be earning 100-150 TPE a year. It should take over half your career to reach 1,000 TPE. We just need to dial back some of these extra TPE floating around so we can get back to the way it was just a few years ago.

Really I am not sure if it should be fixed or left because even though people say it becomes less interesting when capped out, but I am looking forward to that part because I feel like it will be very interesting to see what happens when my guy can physically dominate the league for longer than some other players.
Also a good way to mitigate the uproar in not offering as much TPE could be adding in competitions which give one or two select people an amount of uncapped TPE. Like designing a SHL 21 cover contest (may have been done before) and whoever wins gets their player on the cover and 5 uncapped TPE or something. Then a writing PT can be done which allows people to do the game description on the back for the same TPE.
Allows people to actively try to do the best they can and give certain guys a bit of a jump for doing the best. Has its flaws, but it is an idea, I suppose.
